Compliance – Freight and Customs Terminology

  • INCO terms – A freight forwarder’s business relies on goods being sold – this must have taken place before the freight forwarder gets involved. Hopefully, the seller and buyer will have entered into a contract that makes it clear who’s responsible for the cost of moving the goods and any other charges that arise from this process. INCO terms are a set of international sales terms have been devised by the ICC to remove the uncertainties of different interpretations of terms in different countries. These terms, which are used to divide transaction costs and responsibilities between buyer and seller, are known as Incoterms.
  • IPR – Inward processing relief: A procedure allowing the import of goods for the purposes of processing and re-exporting them. The import duties are either suspended, together with commercial policy measures (suspension system), or initially paid and refunded at re-export (drawback system).
  • OPR – Outward processing relief: This is a customs procedure allowing the export of Community goods for processing abroad and the re-import of the processed products under total or partial duty relief
  • PVA – Postponed VAT accounting: PVA, is a process for accounting import VAT that was introduced on 1st January 2021. Rather than pay import VAT when your goods are imported into the UK, and then reclaim the VAT on your VAT return, PVA allows you to both declare and reclaim the import VAT on your VAT return.
  • RGR – Returned goods relief: relief for re-importing goods into the UK that have previously been exported or transported from the UK.
  • ATA Carnet – Often referred to as the “Passport for goods”, a carnet is an international customs document that permits the tax-free and duty-free temporary export and import of nonperishable goods.
